## The Northern Virginia Data Center Hiring Problem

Northern Virginia is the largest data center market in the world and the tightest labor market for the trades that build it. CBRE counted 4,039.6 MW of inventory at the end of 2025, up 37 percent in a year, with vacancy at 0.5 percent and 96 percent of 2026 supply already committed. Loudoun County alone has about 233 data center buildings built or under construction and permitted more than 10 million square feet in 2025, a record.

Northern Virginia held **4,040 MW** of data center capacity at the end of 2025, up 37 percent year over year, with vacancy at **0.5 percent** and only 21.5 MW available, per CBRE. IBEW Local 26, which does close to **97 percent** of the region's data center electrical work, has roughly doubled since 2018 to about **14,700 members** and still cannot fill the calls. Virginia's JLARC study puts about 1,500 workers on site at the peak of a single building. The journeyman who applies to your posting tonight is on another site's board by Thursday.

The competition is not only other data centers. Dominion is hiring substation electricians in Leesburg and Herndon, Inova's $2.5 billion hospital program tops out in 2028 with Clark and DPR as GCs, and Micron's Manassas expansion started production in May. Every one of them draws from the same Local 26 book and the same travelers staying in extended-stay hotels along Route 28.

## Who Is Building in Loudoun and Prince William

- **EdgeCore, Sterling**: 114 MW campus, two buildings, fully leased, $1.5 billion in financing; AS01 topped out September 2025 with occupancy in November 2026
- **Vantage VA1, Ashburn**: 206 MW across six buildings; the fifth topped out in July 2026 with HITT Contracting as GC, and VA2 and VA3 are underway
- **Penzance, Chantilly**: 45 MW leased to AWS, broke ground November 2025 with Whiting-Turner
- **Amazon**: an 805,000-square-foot campus planned on the former GWU Ashburn site and a $700 million, 270-acre Bristow site in Prince William
- **Sabey Ashburn A**: final building on the 38-acre campus, 54 MW, ready for service in 2026
- **CloudHQ, Loudoun County Parkway**: LC3 and LC4 under construction toward a ten-building, 1.7 GW campus

GCs and electrical contractors with named local data center work include HITT, DPR, Clark, Whiting-Turner, Turner, Holder, Rosendin, and Power Solutions, whose general foreman runs a crew of more than 250 electricians and 60 to 70 apprentices on one Loudoun site.

## How Joy Helps Northern Virginia Contractors and Operators

### Calls Applicants the Moment They Apply

Journeymen apply from the truck on Route 7 at 6pm and from the extended-stay hotel at 10pm. Joy calls within minutes, at any hour, and runs the structured interview while they are still interested.

- Phone first, with SMS and email follow-up
- 24/7, including the after-shift hours when 55 percent of trades applications arrive
- Same speed for a 30-person opening or a rough-in peak

### Captures Virginia Licensing and Data Center Experience

Virginia licenses journeyman and master electricians through DPOR, with reciprocity for DC, West Virginia, Maryland masters, Kentucky, and a few others. Joy asks for the license class and state, then the data center specifics.

- DPOR journeyman or master, or a reciprocal out-of-state license
- Medium-voltage (15 to 35 kV), UPS, generator paralleling switchgear, commissioning
- OSHA 10/30 and NFPA 70E status
- Whether they are on Local 26's book or coming in as a traveler

### Asks About Travel, Per Diem, and Commute

Local 26 is an active traveler market; the July 2026 board was led by data center calls in Sterling, Ashburn, Manassas, Gainesville, and Aldie. Joy asks where the candidate is based, what per diem they expect, and whether a 6am start in Ashburn works from where they sleep.

- Traveler or local, and where they are staying
- Per diem and housing expectations
- Shift and rotation fit for operations roles
- Interviews in 25+ languages

### Writes Into Your ATS

Summary, recording, and transcript land in Greenhouse, Workday, Lever, Bullhorn, iCIMS, or Classet's built-in candidate management. When the next hall on the campus opens, the electricians you screened for this one are yours to call first.

- Knockouts route candidates without the license class you need to a separate stage
- Superintendent reads five summaries before the 7am toolbox talk
- Bench stays warm between phases

## Wages, Licensing, and Training in Northern Virginia

**Wages.** Virginia's electrician median is $62,900 and the 90th percentile is $105,720 (BLS, May 2025); HVAC mechanics median $59,730. Local 26's DC Metro Zone journeyman rate is $59.50 an hour base, about $80.85 with the package, and Loudoun's 2026 Davis-Bacon building rate for electricians is $59.50 plus $23.06 in fringe. Indeed puts Ashburn data center technicians at about $30.94 an hour. Publish your rate against those numbers; candidates already know them.

**Licensing.** The DPOR Board for Contractors issues journeyman and master electrician licenses; journeyman paths run from four years of experience plus 240 hours of training to eight years of experience alone, or a completed registered apprenticeship. Electrical contractor firms need a Class A, B, or C license with a master electrician as qualified individual. Reciprocal agreements cover DC and West Virginia (journeyman and master), Maryland and Ohio (master), and Kentucky.

**Training pipeline.** Local 26's JATC runs a five-year inside wireman apprenticeship from an 18,000-square-foot center in Manassas and graduated 368 apprentices in June 2026, with more than 600 first-year apprentices entering last year. Northern Virginia Community College offers a one-year certificate and a two-year associate degree in Data Center Operations at its Loudoun and Manassas campuses, backed by AWS. Google's five-week STAR program at NOVA placed all 47 of its first graduates, and Microsoft's Datacenter Academy runs technician and critical environment programs in Leesburg.

**What is changing.** Loudoun ended by-right data center development in March 2025 and its supervisors are weighing a moratorium on new applications this month, with about 18.4 million square feet of grandfathered pipeline at stake. Dominion's large-load queue is near 70 GW and batches new connections. The builds already permitted will run for years; the labor for them is the constraint today.

## Frequently Asked Questions

How do I hire data center electricians in Ashburn when Local 26 cannot fill the calls?

Reach the electricians who apply to you before another site does. Local 26's book runs dry at peak, so Loudoun contractors supplement from two pools: travelers arriving under DPOR reciprocity, and journeymen from commercial and industrial work who need the data center specifics trained in the first month. The apprenticeship has grown from 300 to 500 per training course on data center demand, but a five-year program does not fill a rough-in phase starting in November. Joy calls each applicant within minutes of the application, captures DPOR license class, voltage classes worked, UPS and switchgear experience, and traveler status, then puts a structured summary in front of the superintendent the same hour. Publish the rate, per diem, and phase dates: Local 26 journeymen earn about $59.50 an hour base and $80.85 with the full package, so Ashburn electricians compare stacks rather than headline rates.

Does Joy know Virginia's electrical licensing rules?

Virginia is one of the few data center markets that licenses individual tradespeople, through the Department of Professional and Occupational Regulation's Tradesmen Program. A journeyman electrician license requires four years of experience plus 240 hours of training, with sliding alternatives up to eight years of verified experience alone, and a master license requires a year as a licensed journeyman. Joy asks for the license class, the issuing state, and the number, and flags reciprocal out-of-state licenses from DC, West Virginia, Maryland, Kentucky, Alabama, North Carolina, and Ohio so the contractor's team can verify against the DPOR lookup. Joy does not verify licenses itself. It captures the information so a person can check it in a minute instead of a phone-tag week, and a person makes the hiring decision.

Can Joy screen travelers and ask about per diem?

Yes, and Northern Virginia is one of the most active traveler markets in the country. Joy asks where the candidate is based, whether they are traveling for the job, what per diem and housing they expect, and how they will reach a 6am start in Loudoun. IBEW Local 26's board regularly carries data center calls across Sterling, Ashburn, Dulles, Manassas, Gainesville, and Aldie, and travelers stage in extended-stay hotels along the Route 28 corridor; hotel operators have named Virginia data center construction as a demand driver. Those answers sit in the summary next to the license and experience questions, which is how a contractor avoids discovering in week two that a new hire is commuting from West Virginia and will not last the phase.

Does this work for 24/7 operations roles at Ashburn campuses?

Yes. Operators across Loudoun and Prince William use Joy for facilities technicians and critical environment technicians, the roles that stay after the construction crew leaves. Joy asks about rotation experience, 12-hour shift fit, commute distance to Ashburn or Manassas, and on-call willingness, and it runs the interview at 7am after a night shift rather than during a recruiter's business hours. Uptime Institute recommends a minimum of one to two qualified operators on site at all times, which works out to 10 to 12 technicians for a two-on-the-floor rotation once turnover is counted. Graduates of Northern Virginia Community College's data center operations certificate and associate degree, and of the Microsoft Datacenter Academy in Leesburg, apply through the same flow.

How fast can a Northern Virginia contractor be live?

Same day on Starter or Scale: paste the job description, Joy drafts the screening questions, share the interview link or connect your job board account. A full ATS Sync integration into Greenhouse, Workday, Lever, Bullhorn, or iCIMS typically goes live in two to four weeks. Either way it is inside the lead time of your next MEP rough-in phase.
