# Data Center Construction Staffing: Ramp Plans for the Electrician Peak

How to plan data center construction staffing phase by phase: the headcount curve from civil through commissioning, when to open reqs, how to keep a bench warm between phases, and why the first conversation with each applicant decides the schedule.

Every data center schedule has the same shape: a slab, a shell, then a wall of electricians and pipefitters that shows up in month six and disappears in month fourteen. The contractors who hit their energization date are the ones who planned the wall, opened the reqs before the slab cured, and kept the crew warm through the gap to the next hall. The ones who miss it treated staffing as something that starts when the conduit arrives.

This is a phase-by-phase plan for data center construction staffing, written for general contractors and MEP subcontractors. The headcount numbers are sourced where a source exists and described qualitatively where one does not, because a published headcount-by-phase curve from a major builder turned out not to exist when we went looking.

Quick answer

Data center construction staffing is the practice of matching crew size to a four-phase headcount curve: civil and site work, structural and shell, MEP rough-in, then commissioning, across roughly 12 to 24 months per building. Headcount stays low through civil, climbs through structural, and peaks during MEP rough-in, when electricians dominate the site because the IBEW puts electrical work at 45 to 70 percent of a data center's construction budget. Virginia's JLARC study puts a single building at about 1,500 workers at peak; Leopard Project Controls figures cited by iRecruit put hyperscale campuses at 3,000 to 3,500. Commissioning then tapers the crew to a small team of controls technicians and test engineers. Three actions follow: open electrical requisitions when the slab is poured, screen applicants the same day, and overlap the next building's underground work to hold a core crew.

## The curve, phase by phase

Trade and recruiting sources agree on the sequence and roughly on the durations. Broadstaff's [construction timeline](https://broadstaffglobal.com/data-center-construction-timeline) and iRecruit's [greenfield-to-RFS breakdown](https://www.irecruit.co/insights/data-center-construction-timeline-greenfield-to-rfs) both put site selection at three to six months, design at six to twelve, permitting at six to eighteen, construction (civil, shell, MEP) at twelve to twenty-four, and testing and commissioning at three to six. Virginia's JLARC [study](https://jlarc.virginia.gov/landing-2024-data-centers-in-virginia.asp) found individual buildings usually take twelve to eighteen months and carry about 1,500 workers on site at peak.

**Civil and site (months 0 to 3).** Grading, utilities, foundations, the substation pad. Operators, laborers, concrete crews. Headcount is a fraction of peak, and the trades are ones the general market has. The staffing risk here is low, which is exactly why the electrical reqs should already be open.

**Structural and shell (months 2 to 7).** Steel or precast, roof, envelope, the raised floor or slab-on-grade. Ironworkers, carpenters, roofers. Headcount climbs. This is when the electrical and mechanical contractors mobilize for underground and in-slab work, and when the first medium-voltage crews start on the substation and campus loop.

**MEP rough-in (months 5 to 13).** The peak. Switchgear, transformers, UPS rooms, generator plants, busway, cable tray, chilled-water piping, CRAH units. The IBEW puts electrical work at [45 to 70 percent](https://ibew.org/electrical_worker/the-data-center-surge-a-new-generation-of-ibew-jobs/) of a data center's construction budget, and this is the phase where that shows up as people. Data Center Frontier [profiled](https://www.datacenterfrontier.com/sponsored/article/55242648/views-from-the-ground-electrical-contractors-building-data-centers-weigh-in) a Loudoun County job with more than 250 electricians and 60 to 70 apprentices under one general foreman; the IBEW cites a Frederick, Maryland site expecting 1,000 workers with a peak "double that. Or triple." iRecruit, citing Leopard Project Controls, puts hyperscale peak workforces at 3,000 to 3,500, "concentrated in electrical fit-out and commissioning." Pipefitters, HVAC mechanics, and fire protection ride the same curve a few weeks behind the electricians.

**Commissioning (months 12 to 18).** Level 1 through Level 5: factory tests, site acceptance, system startup, integrated systems testing under simulated failure. Headcount falls sharply and the mix changes: fewer journeymen, more controls technicians, test engineers, and the electricians who know switchgear well enough to work alongside the commissioning agent. The crew is small and the schedule risk is large, because a hall waiting on one controls technician is a hall not earning revenue.

## What the peak costs when it is late

The reason to plan the curve is the penalty behind it. STL Partners [modeled](https://stlpartners.com/press/delays-in-data-centre-construction/) a 60 MW facility and found each month of delay costs the developer about $14.2 million in lost lease revenue, cost overruns, and contractual penalties, dragging the project return from 17.1 percent to 12.6 percent after three months. The GC and MEP subs carry a share through liquidated damages. Being 40 electricians short in month eight is not a staffing inconvenience. It is the reason the owner's rep is in your trailer.

And the crews are short everywhere. ABC's July 2026 [backlog indicator](https://www.tileletter.com/abcs-construction-backlog-indicator-plummets-in-july/) found contractors on data center work carrying 11.4 months of backlog against 7.5 for everyone else, which means every MEP sub in the market is planning the same peak with the same journeymen. ## When to open reqs

A phase ahead. The rule that works: post the electrical and mechanical reqs when the foundation is poured, not when the shell is dried in. Rough-in headcount peaks four to six months after civil starts, and in this market a journeyman who applies takes about a week to accept somewhere, so a req opened when you need the bodies is a req that fills with whoever the other bidders passed on.

Opening early creates a different problem, which is holding people you cannot put to work yet. Three tactics handle it. Give applicants a real start window in the posting ("crews mobilize the week of March 9") so the ones who apply are the ones who can wait. Use the early weeks for underground, in-slab, and substation work that absorbs a smaller crew productively. And screen applicants the day they apply, so the bench you are building is a bench of people you have already talked to, not a folder of resumes that will be stale by mobilization.

That last one is the piece most ramp plans get wrong. Our data across trades hiring shows 55 percent of applications arrive outside business hours and 88 percent of candidates complete a phone screen within 20 minutes when the call comes right away. An electrician who applied at 8pm in January and got a call from Joy that night, answered questions about license, medium-voltage and switchgear experience, travel and per diem, and heard a start window, is attached to your project. One who applied and heard nothing until the recruiter's Thursday callback took the offer from the campus next door.

## Keeping the bench warm between phases

Campuses are built in halls, and halls come in phases: the crew that finishes rough-in on Building 2 in October is the crew you want on Building 3 in February. The gap is where you lose them, because a journeyman with a four-month hole takes the next call. Three things close it.

First, sequence the phases so the electrical peak on one hall overlaps the underground and in-slab work on the next, which keeps a core crew billing. Second, publish the campus schedule to the crew: "Building 3 rough-in starts February 16, same rate, same per diem" is a retention plan. Third, keep the screened bench in your ATS with the recording and summary attached, so when February comes you call the 40 electricians you already interviewed instead of reopening the req to strangers. Whether that ATS is Greenhouse, Workday, Lever, Bullhorn, iCIMS, or Classet's built-in candidate management, the point is that the bench is yours, not an agency's.
